EMERGENCY PROCEDURES FOR TORNADOES
HAZARDOUS FUMES
The time to learn about safety and health care is not after an accident happens. One must continually stress safety in the classroom, the gymnasium, the halls and the outdoor area. The following procedures are for teachers to follow if a student is injured or becomes sick:
- Notify the office immediately.
- If no administrator is available in the office, it will be the teacher’s responsibility to notify the parents.
- If the parents are not available, every effort should be made by the teacher in charge to contact a member of the administrative staff.
- The general rule to follow is that of being extremely careful when dealing with an injured or sick youngster.
- Fill out an accident report claim form stating how the injury happened and turn it in to the office. WE NEED THIS EVEN THOUGH INSURANCE CLAIM FORMS ARE NOT FILED.
MANAGING SCHOOL EMERGENCIES
When an emergency situation arises the following EMERGENCY CODES will be utilized to inform the staff of the specific emergency and the procedures to follow for that specific emergency. The intercom and/or the phone system will be utilized to transmit the code to inform the faculty of the situation. It is imperative that the faculty follows the necessary procedures to insure the safety of the students and themselves. Faculty members need to lead students through the procedures calmly and thoroughly.
Shelter in Place
- A situation has occurred which makes it unsafe to go outside the building.
- The principal will notify the staff through intercom, or runner, “Teachers, please follow shelter-in-place procedures immediately, the safe area is _________________________.”
- Bring inside anyone who may be outdoors
- Shut all windows and doors
- Gather your class roster
- Turn off air conditioners, fans, lights
- You may be instructed to have everyone cover their mouths and noses with clothing
- Proceed to the designated safe area
- Take roll immediately
- If you cannot account for a student who should be in attendance, report the absence to an immediate supervisor. Do not leave the safe area.
- Keep your students together. Keep them as quiet and calm as possible
- Wait for the “all-clear” notification before returning to your classroom.
Lock Down
- If the danger is in your room call 911 and notify the principal immediately
- If the danger is elsewhere the principal will contact each room through intercom, or direct contact, stating, “Teachers we are in LOCK DOWN.”
- When the LOCK DOWN notification is made:
- Immediately lock all doors
- Move students out of the view of the doors and windows if possible.
- Do NOT open the door to ANYONE until the all clear notice has been given.
- If all of the students in your room are uninjured, write your room number and write on the card if you have extra students not normally in your room (and any other info) on your GREEN card and push is under the door (this will allow police to quickly assess where help is needed.)
- If your room has outside windows place a second GREEN card in the window.
- If there is an emergency inside your room, (injured student, medical emergency, etd.) use the RED card
- If your room has outside windows place a second RED card in the window.
- Keep students as calm and quiet as possible.
- Discourage students from using cell phones
- Remain in lock down until the “all-clear” notification is given by principal or law enforcement.
Fire
- Notify the principal. If the fire alarm has not sounded, activate the alarm manually
- If the alarm has sounded:
- Take your attendance book and ask the students to stand and quietly line up in preparation to leave the classroom
- Close windows and turn lights off.
- Feel the door for heat (if the door is hot – do not open it.)
- If the door is cool – open it and then visually inspect the hallway in the direction of your primary evacuation route.
- If the path is clear, instruct your students to begin evacuating quickly and quietly.
- Assist any student with special needs
- If you have been assigned a “buddy” classroom, check to make sure that his/her classroom evacuation is going smoothly. One teacher can lead both rooms of students and the other can follow at the end.
- If you have a special evacuation assignment, send your class out with the buddy teacher and complete your assignment. (Likewise, if your buddy teacher has the assignment, take charge of his/her students.)
- Proceed to evacuation site and take roll immediately
- If you cannot account for a student who should be in attendance, report the absence to an immediate supervisor. Do not re-enter the building.
- Keep your students together.
- Wait for all-clear signal to return to the building.
- If all evacuation routes are blocked by fire, stay in your room, place clothing or rags under doors and in vents and call 911 immediately. Instruct student to stay near fresh air source if possible.
Bomb Threat
- The principal will notify each classroom by intercom, or runner by saying “Teachers, please conduct a classroom inspection and prepare for evacuation.”
- At that time you should:
- Visually inspect your classroom for anything that looks “out of place” or suspicious.
- Contact the office immediately if you find a suspicious object – DO NOT TOUCH IT.
- Place your RED emergency card on the floor with an arrow pointing to the object.
- If you DO NOT find anything suspicious; wiat until the office gives you the order to evacuate:
- Have your students collect their belongings (backpacks, book bags) and take them.
- Open windows and doors. DO NO turn lights off
- Instruct everyone to turn off their cell phones and pagers. Do not use 2-way radios
- Instruct your students to begin evacuating quickly and quietly
- Assist any students with special needs
- Place your Green emergency card outside your room near the room number plackard, this will tell searchers that your room has been visually inspected.

- Emergency evacuation exit information will be posted in each room. Such information shall include the exit route to be used during the evacuation.
- Instruction shall be given by the teacher concerning evacuation procedures and alternate evacuation routes to follow in case the primary route is blocked.
- Teachers should see that the room is cleared of all students and that the lights are out.
- Teachers should take a grade book or class list with them to enable them to take roll after the group is formed a safe distance from the building.
- All classes should leave the building in a single file line and in a calm and orderly manner. No running, shouting, or horseplay will be tolerated.
- All classes will form groups a minimum of 100 feet from the building.
- The classroom teacher will always be the last one out of the room and will insure that all of the students in the class have left the building.
Rooms 102, 103, 104, 106, 107, 108, Counselor are to exit through the North entryway (Exit 24), and proceed to the far North parking area and wait for further instructions.
Room 109 is to exit through the room’s North entryway (Exit 23), and proceed to the far North parking area and wait for further instructions.
Room 112 and Science Lab is to exit through the lab’s East door (Exit 22). The instructor is to then proceed with the students to the far North parking area and wait for further instructions.
Rooms 118, 159, 162, Main Office, Principal Office and Tech Office are to exit through the West Main entrance doors (Exit 1). The instructor is to then proceed with the students to the far North parking area and wait for further instructions.
Gymnasium, 157, 161 are to exit through the West doors (Exit 2). The instructor is to then proceed with the students to the far North parking area and wait for further instructions.
Auditorium is to exit through the West Auditorium Door (Exits 3, 4, 5 or 6). The instructor is to then proceed with the students to the far South parking area by the Swimming Pool and wait for further instructions.
Rooms 114, 116 are to exit their rooms and proceed to Exit Door in the Library foyer (Exit 19).
The instructor is to then proceed with the students to the far North parking area and wait for further instructions.
Library is to exit the room through the South door of the Library (Exit 18) or the Hallway door (Exit 19). The instructor is to then proceed with the students to the far North parking area and wait for further instructions.
Rooms 153, 154, 155, Custodial Room are to exit their rooms and proceed down the hall East to the exit doors by the Janitor’s room (Exit 17). The instructor is to then proceed with the students to the far North parking area and wait for further instructions.
Room 150 (Woods Shop) are to exit through the Shop’s East door (Exit 14). The instructor is to then proceed with the students to the far North parking area and wait for further instructions.
Room 149, Vo Ag Shop is to exit through the East doors (Exit 12). The instructor is to then proceed with the students to the far North parking area and wait for further instructions.
Room 133 is to exit through the South doors by the McArthur Center (Exit 11). The instructor is to then proceed with the students to the far South parking area by the Swimming Pool and wait for further instructions.
Room 129 (Art) is to exit through the South doors of the Art Room (Exit 10). The instructor is to then proceed with the students to the far South parking area by the Swimming Pool and wait for further instructions.
Room 128 (Publications) is to exit through the West doors by the room (Exit 9). The instructor is to then proceed with the students to the far South parking area by the Swimming Pool and wait for further instructions.
McArthur Weight Room is to exit through the North doors of the room (Exit 23). The instructor is to then proceed with the students to the far South parking area by the Swimming Pool and wait for further instructions.
McArthur Boys Locker Room, Coaches Office is to exit through the East doors by the locker room (Exit 30). The instructor is to then proceed with the students to the far South parking area by the Swimming Pool and wait for further instructions.
McArthur Wrestling Deck is to exit through the West doors of the room (Exit 26). The instructor is to then proceed with the students to the far South parking area by the Swimming Pool and wait for further instructions.
McArthur Girls Locker Room and Gym are to exit through the West doors by the gym (Exits 27 or 28). The instructor is to then proceed with the students to the far South parking area by the Swimming Pool and wait for further instructions.
- Drills will be held on a periodic basis. Familiarize the students with exit from rooms the first day of class. Make a poster showing the route.
- Teachers should see that the room is cleared of children and all doors closed and lights out.
- Teachers should take their grade books with them to be able to check roll after the group is gathered on the outside of the building.
- All classes will leave the building single file.
- Everyone will leave in an orderly manner, no running, or shouting will be allowed.
- Groups should be formed at least 100 feet from the building.
- The classroom teacher shall always be the last one to leave the building.
Procedures should be established for use or non-use of school buses during conditions of Watch and Warning, and drivers should be drilled in measures to be taken to provide for occupants to take cover in a shelter, ditch, or ravine if the bus is caught in the open by a severe storm.
ACTIVITY TRAVEL DURING INCLEMENT WEATHER
In accordance with policy JJH the following guidelines and administrative procedures will be utilized to insure all reasonable steps are taken for the safety of the participants traveling to and from school activities. These procedures will be published in the student activities handbook and posted in the transportation office.
TRAVEL PROCEDURES FOR LEAVING
- The principal, athletic director, transportation director, and the superintendent of schools will communicate about the current and predicted weather conditions and the current and predicted road conditions.
- A determination will be made based on careful consideration of the safety of students to allow for the travel to proceed or the trip to be rescheduled and/or cancelled.
- The superintendent will have the final decision.
- If approved by the superintendent, travel to events may occur during school closures given safe road conditions.
TRAVEL PROCEDURES FOR RETURNING TO BURLINGTON:
- The administrator in charge, the head coach and/or sponsor, and the bus driver will communicate about the current and predicted weather conditions and the current and predicted road conditions. Contacts will be made in Burlington with the Transportation Director, the Athletic Director and/or Principal, and the Superintendent for further information about weather and road conditions.
- A determination will be made based on careful consideration of the safety of students to allow for the travel to proceed or for accommodations for lodging to be made at school expense.
- The administrator in charge will have the final decision. In the event that an administrator is not available the bus driver will have the final decision.
In no event will travel be allowed if the roads are closed. The Colorado Highway Patrol and the local county sheriffs offices are responsible for road closures. These organizations will be contacted directly to determine specific road closures. If there are specific road closures, which prohibit the group from reaching the destination then the trip will be postponed/cancelled or lodging arrangements will be made until the roads are no longer closed.
It is especially important for all school personnel and the students within the area to receive briefings on the importance of:
- supplemental spotters for their buildings,
- selection of shelter areas,
- distinctive severe weather warning signals within the buildings, and
- drills to prepare for movement to safety areas when a tornado or severe thunderstorm approaches.
Phase I – Pre-Emergency Phase
- Tornadoes are an occasional hazard in the State of Colorado and an awareness of tornado weather should become a common tendency of all faculty and staff members. These people shall become familiar with the type of weather associated with tornadoes and report their suspicions to the building principal.
- Warnings are received from the U.S. Weather Bureau over the national warning system and from citizens who have sighted a tornado. Two types of warnings are disseminated:
- Tornado Watch – means that meteorological conditions are favorable and tornadoes are possible.
- Tornado Warnings – means a tornado has actually been sighted.
Phase II – Emergency Phase
- The warning signal will be a long wavering sound of the town siren.
- At the warning signal, the Administrator in charge of the school will determine the course of action to be taken.
- If immediate action is necessary, there will be a long intermittent sounding of the regular dismissal bell.
- At the sound of the immediate action bell, the students and teachers will move to the following areas and kneel down or lie flat facing the wall with head down and cover head with hands.
- Teachers will never leave the students they are responsible for supervising during an emergency situation.

Phase III – Recovery Phase
All faculty and staff will assist in recovery tasks as requested. The main emphasis of recovery shall center on removing students to a safe and dry area.
A possibility exists that trucks carrying hazardous materials that could emit hazardous fumes could be involved in an accident that would result in a release of those fumes close to the school. If such an accident does occur, or if toxic fumes are suspected, evacuate your class in a direction that is at a right angle to the prevailing winds. (Usually NE or SW since the prevailing winds are usually from SE or NW.)
